Ms. Kooiker is a 2012 cum laude graduate of Chicago-Kent law School in Chicago, IL and is now employed as an associate at the Myers Billion law firm in Sioux Falls, SD. Sharla Kooiker won the 2011-12 CFC Bar Association Law Student Writing Competition and was awarded a $2,000 prize at the 2012 CFC Judicial Conference in October 2012. Ms. Kooiker’s paper, entitled “The Burden: Establishing An Appropriate Standard In An Area of Scientific Uncertainty” addresses Vaccine Act litigation and argues for a statutory change to the prevailing evidentiary standard. Ms. Kooiker’s paper is currently under consideration for publication by a national law journal and will shortly be made available to members of the Bar.

Dear Members of the Court of Federal Claims Bar Association,
Shortly after I joined the Tax Division of the Department of Justice as a newly-minted lawyer, I attended my first Judicial Conference of the then-United States Claims Court. That was in 1988—only a year after the founding of the Bar Association.
