Smith, Frank Singer, Altom Maglio, and Kirsten Wilkerson.

Judge Smith was appointed a judge of the United States Court of Federal Claims on July 11, 1985 and entered duty on September 12, 1985.  He was designated Chief Judge on January 14, 1986.  After serving 15 years as Chief Judge, Judge Smith took senior status on July 11, 2000.  He graduated from Northwestern University, receiving a B.A. in 1966; he attended Northwestern University School of Law, receiving a J.D. in 1969.  Judge Smith is Adjunct Professor of Law at George Mason University School of Law; Washington College of Law, American University; Georgetown University Law Center; and Columbus School of Law, The Catholic University of America.

Frank Singer will serve as panel moderator.  Mr. Singer is Senior Litigation Counsel with the Department of Justice’s Natural Resources Section of the Environment and Natural Resources Section.   There, his practice focuses on Fifth Amendment takings lawsuits and tribal trust lawsuits filed in the Court of Federal Claims.  Frank is currently a member of the Board of Governors of the United States Court of Federal Claims Bar Association.  Prior to joining the Justice Department, Frank was an associate in the Silicon Valley office of Pillsbury Winthrop Shaw Pittman, LLP.  He is a frequent instructor of Litigation Skills at the Justice Department’s National Advocacy Center.

Altom Maglio founded Maglio Christopher & Toale, P.A. in 1999.  Today he serves as the managing partner of the firm.  The firm actively represents clients in complex litigation in the Court of Federal Claims and in courts throughout the nation.  Altom leads his firm's vaccine injury practice before the United States Court of Federal Claims, and is a past president of Court’s Bar Association.  Over the past decade, his firm has been very active before the Court representing hundreds of petitioners in seeking compensation for vaccine injuries.  In addition to his Court of Federal Claims work, he currently litigates metal on metal hip replacement cases nationally on behalf of injured patients.

Kirsten Wilkerson is an Assistant Director in the United States Department of Justice’s Civil Division, Federal Tort Claims Act Section.  Prior to joining that office, she was a Senior Trial Counsel in the Office of Environmental Torts, also in the Civil Division.  Kirsten has handled a wide range of cases across the nation.  Most of her cases have been very fact intensive and have required extensive preparation of both fact and expert witnesses at the discovery and trial phase.
